What is a non-steered SIM, and why does it matter?

A non-steered SIM has no preferred-network list baked in (a "blank" network list), so a device connects to the strongest available signal in its location rather than a commercially preferred partner that might be weaker. In practice this means more reliable connections and less downtime, and the device can reach every radio network available to it, including LTE-M and NB-IoT.
